Prerequisites for Award for Exemplary News Teams in Developing Countries

This paper aims to help entrants become familiar with the entry procedure and prerequisites, and to dispel possible doubts over the entries.

 

The WMS Global Awards for Excellence, set to be among the top academic awards in the profession, intend to commend and foster the journalistic mentality of "TRUTH, OBJECTIVITY, EXCELLENCE." They also aim to embody journalism's social obligation and mission for public welfare through the outstanding pieces of work the awards will showcase.

 

The WMS Secretariat is to invite veteran and senior news practitioners from the Secretariat members and renowned media organizations, as well as experts and scholars from professional academic institutions, to act as judges. The panel of judges is to proceed in line with prevailing international norms and with the principle of "equality and justice."

 

1. Entrants

The award is open to media units or organizations from developing countries and regions. No limit has been set on the number of entrants nor the level of the institution. One representative from each unit or organization should be responsible for the entry procedure and submitting relevant materials.

 

2. Language

Submitted materials should be written in English. An English translation, including translations for video subtitles, should be included if parts of the submitted materials are written in a language other than English. Translation must be faithful to the original meaning. The English version will be the one judged.

 

3. How to Submit an Entry 

Sign-in and entry submission is online. Entrants should log on to the WMS official website www.worldmediasummit.org to register, create a personal ID and complete entry forms before submission. Entrants will be guided through the process. Incomplete information will disqualify the submission. The following is required for entry submission:

-- Full name of the news team

If the team is affiliated to a news organization, please provide the full name and official website of the organization.

-- Necessary entry materials

A comprehensive and systematic description of the team is needed, including its members, coverage area, major achievements and influence.

Submit no more than five pieces of the team's representative works. The works should have been accomplished and published between Jan.1, 2012 and Dec.31, 2013. For detailed submission formats, please refer to Technical Requirements.

-- Proof of publication

Copies of the news team's published works are required in PDF or JPG format. The size for each should be between 400k and 1M.

For works published online, please provide the URL and make sure that judges have free access to the webpage from July to November 2014.

-- Supplementary materials

 Please provide at least one recommendation letter, in English, from a person familiar with the team. Please attach a copy (in PDF or JPG format, size between 400k and 1M) of previous awards the team has won, if any.

 

4. Technical Requirements

A. TEXT

Upload entries in PDF format (size between 400k and 1M). The submitted entry should be faithful to the published one. Each entry should be formatted as a separate PDF. Microsoft Word can create a formatted PDF document containing text and photos. The PDF file should not be the scanned one.

The PDF file should include:

a. the entry's original publication layout on the first page;

b. the necessary entry information, including titles of entries (as originally published), columns and layout, names of reporters, publication date and language, and the names of media platforms on which the entry was published;

c. the English version of the entry if it is published in a language other than English.

 

B.  PHOTOGRAPHS

Photographs may be uploaded in either color or black-and-white. The submitted entry should be uploaded as it was originally published. Digital photographs should be in JPEG format, with the file size between 800k and 2M. The photographs should not measure fewer than 2000 pixels on their longest side. Adobe RGB or SRGB is recommended for color pictures, while Gamma 2.2 is recommended for black-and-white ones. CMYK is not accepted.

Provide necessary information of the photographs in PDF format (size between 400k and 1M). Each entry should be formatted as a separate PDF. Microsoft Word can create a formatted PDF document containing text and photos. The PDF file should not be the scanned one.

The PDF file should include:

a. the entry's original publication layout on the first page;

b. the necessary entry information, including titles of entries (as originally published), columns and layout, names of reporters, publication date and language, and the names of media platforms on which the entry was published;

c. the English captions of the entry if it is published in a language other than English to facilitate the judges' better understanding of the entry. Captions should include when, where, what and other news elements.

 

C. VIDEO

Provide entry information including titles at broadcasting time, names of reporters/anchors, principal producers, time of broadcast and TV channels and languages used in PDF format (size between 400k and 1M). Each entry should be formatted as a separate PDF. Microsoft Word can create a formatted PDF document containing text and photos. The PDF file should not be the scanned one.

Upload videos. If the entry was broadcast by a TV station, the station should bear its own logo. If aired online, the video footage should be intact. Ads should be erased from the footage. Entries should remain the same as were broadcast. Re-editing is not accepted. Non-English entries should be accompanied by an English translation of the subtitles.

Entries should observe the following technical specifications in producing the video:

* File formats: WMV/ AVI

* Maximum file size: 1 GB. Separated ones should be marked with sequence number

* Channels: dual or stereo channels

* Coding format:

WMV:  WMV2 for video coding; WMAV2 for audio coding

AVI:   MPEG4 for video coding; MP3 for audio coding

* Videos should use progressive scanning (no interlacing).

e.g. Video footage shot at 24fps should be encoded and uploaded at 24fps. Video shot at 30fps should be uploaded at 30fps. Video shot at 720p60, should be uploaded at 720p60. Video shot at 1080i60, should be de-interlaced before uploading at 1080p30.

* Resolution

Online players usually display videos in a 16:9 frame. If you are uploading a non-16:9 file, it can also be processed and displayed. However, we recommend the following three resolutions:

 480p:854*480  720:1280*720 and 1080:1920*1080

* Bit rates

To ensure the effect of broadcasting, bit rates are suggested to be no lower than the following:

Format    Video Bit Rate    Audio Bit Rate

HD           2,000 kbps       128 kbps

SD           1,000 kbps       128 kbps

* Time limit: no longer than 90 minutes.

 

D. MULTIMEDIA REPORTING

Upload entries in PDF format (size between 400k and 1M). The submitted entry should be faithful to the published one. Each entry should be formatted as a separate PDF. Microsoft Word can create a formatted PDF document containing text and photos. The PDF file should not be the scanned one.

The PDF file should include:

a. the screenshot of the entry's original publication layout on the first page;

b. the necessary entry information, including titles of entries (as originally published), columns and layout, names of reporters, publication date and language, and the names of media platforms on which the entry was published;

c. the English version of the entry if it is published in a language other than English.

If the entry contains video materials, please include a video screenshot. Video materials should be uploaded as a separate package. See the above technical requirements for videos.

 

5. Seeking Help

If you fail to upload the entry materials online due to poor network conditions, you may send an email to info@worldmediasummit.org with name, organization, country, video name, video size, contact information and other information deemed necessary. The WMS Secretariat will contact you as soon as possible to address the problem.
